I wrote the Consistent Language Interface module as a replacement to the block the Locale module provides which I found to be very user unfriendly.
It’s just a matter of taste for some circumstances, but I believe that the Locale block creates an inconsistent user interface by having links to switch languages disappear on some pages. In the Locale block if you visit a page that was written in Spanish and not translated to English you are not able to see the English link in order to find your way off of the page.
The Consistent Language Interface module operates on the principle that all languages that are enabled on the site should be accessible at all times even if only to switch the translation of the menus and blocks. It may not be earth shattering innovation, but I wouldn’t build a multilingual website without it.
